Most people probably have never heard of it, or watched it. It's currently a 2010 series, which has just restarted on TV. It's now going threw a 2nd rotation.

Looking for a change, Mikado moves from the countryside to bustling Ikebukuro to attend the same high school as his best friend, Masaomi. Though navigating a new school and friendships can prove tough by itself, Mikado also finds an overwhelming number of new delights and dangers in the district he now calls home. From a friendly Russian sushi bar to the violent color gangs, to even an urban legend in the form of a black motorcycle rider, each resident of Ikebukuro is unique and frightening. But the town is smaller than it seems at first, and these strange events appear to be connected.

Anri Sonohara(Aww-n-re)- A sweat high school girl, who has some secrets about herself that no one else knows about. Becomes friends with Masaomi and Mikado.
Celty Sturluson(Sss-el-te)- Celty is a Dullahan who has come to Ikebukruo in search of her missing head which contains a large portion of her memories and personality. To pay the bills, she runs a personal delivery service but occasionally turns her unique talents to helping those in need. She rides a unique black motorcycle which is actually an alternate form of her mystic horse and can alter her shadow to form objects ranging from weapons to clothing.
Izaya Orihara(E-sai-ah)- This guy, is pretty nifty. He is extremely smart for his age, 23 if I'm not mistaken. He can play people, and manipulate this as easy as they come. He tore apart a in tire town during this anime, putting people to face each other just for his own amusement. Which, come to find out, he was the problem the whole time!
Masaomi Kida(Mah-suh-oh-me | key-da)- Just another teenager. Or, wait? Is he just another teenager? As far as we know he is! But, there's more than meets the eye with this flirt. He is also Mikado's best friend.
Mikado Ryuugamine(Me-ka-do | Re-uh-gah-no-may)- He is basically just the same as Masaomi. Except, he moved to Tokyo to escape the everyday life, in hope of more excitement in his life, in which he did get. He is also Masaomi's best friend.
Others who show up a lot, and are needed for the plot.
Shinra Kishitani(Shin-ra)- Shinra is another story. He found Celty on a ship going to Tokyo, and his dad did a biopsy on her, right than and there. In return, they let her live with them in Tokyo. So, they are now roommates in a apartment together. In which, Shinra is in love with Celty.
Shizuo Heiwajima(She-zu-oh)- Ah, Shizuo. A very strong kid. Ever since he was little he was strong, from whether it was hurling a refrigerator at his brother, or a chair threw a wall at school. He would always get pissed and use his strength and end up breaking a bone. But, every time he got out of the hospital, he came back stronger.
Simon Brezhnev(Sigh-mon)- Well, now there's the Russian. He is a sushi seller in Ikebukuro. He owns the sushi shop where quite a bit of the action takes place. He is also as strong as Shizuo but doesn't show it. And, surprisingly, he is a pacifist.
